Da der Bedarf an High-Tech-Produkten und Dienstleistungen (bis hin zu Feldwäschereien und Feldpost) vom Militär gar nicht mehr gedeckt werden kann, wird die Unterscheidung zwischen zivilen und Rüstungsbetrieben immer schwieriger. Der Trend geht dahin, auch kriegerische Handlungen an „zivile“ Vertragsunternehmen auszulagern. Ein deutsches blackwater gibt es noch nicht, aber es gibt deutsche Söldner, die bei ausländischen Unternehmen anheuern, und es gibt keine gesetzlichen Regelungen, die das Entstehen von Söldnerfirmen verhindern könnten.
